Are you including or excluding air ticket in $3,500? If you are excluding, I think you can stay in Japan for 10 days, or 15 days if you stay at youth hostel or something.
If you include air ticket, I don’t think you can buy even air ticket for 4 because air ticket is about $1,000 for 1 person.
It’s about 13 hours from CA to Japan.
